Emergency Services Advocate

Department: Admin Office
Location: Conway, AR

STATEMENT OF THE JOB: Under the overall supervision of the Executive Director and the Community Programs Director, and the direct supervision of the Emergency Services Manager the Emergency Services Advocate serves as an advocate on behalf of clients in Faulkner, Cleburne and White Counties.

ESSENTIAL FUNCTIONS:

  1. Serve as a member of the Administrative Office Team and the Community Programs Team in overall coordination and planning for Agency programs.
  2. Always maintain a professional attitude with staff, clients, volunteers and partners.
  3. Responsible for knowing the policies and procedures of the Agency and all funding sources for programs as assigned and staying abreast of changes. Professionally implement and execute job duties within the guidelines and instructions according to the funding source.
  4. Responsible for taking applications for and the implementation of the Emergency Solutions Grant (ESG) Program, Community Services Block Grant –TOP, Employment Assistance, and other Community Programs as assigned.
  5. Assists the Emergency Services Manager in the coordination and operation of all the agencies’ case management programs.
  6. Assist the Community Services Coordinators with taking applications for the Low-Income Home Energy Assistance Program (LiHEAP), Assurance 16 and other Community Programs as assigned.
  7. Responsible for completing requisitions for services related to job duties and submitting to supervisor/program director for approval. Must ensure that the costs are allowable and reasonable per guidelines.
  8. Ensure that all records and documentation in client files follow CAPCA policies and procedures and program requirements and any other regulations.
  9. Assist in the commodity distribution program.
  10. Review client applications to determine eligibility. Ensure client eligibility in all aspects according to the funding source and agency requirements.
  11. Responsible for promoting skills and capabilities of clients utilizing existing services and community resources.
  12. Responsible for assessing client needs for case management activities.
  13. Responsible for developing and implementing comprehensive case management plans which maximize client involvement and include a multi-disciplinary professional approach.
  14. Monitor each case management plan implementation, tracking of client status, service delivery and involvement of social network members.
  15. Conduct evaluation of case management plan effectiveness and its impact on client functioning, the network’s capacity to support clients, and on the ability of community professionals to work with the client.
  16. Responsible for completing assigned documentation and reports in a timely manner.
  17. Responsible for data entry of client information and relevant areas. Must ensure data is fully completed and consistent between hard copies and information entered all required software systems.
  18. Participate in community service organizations for the purposes of networking, making referrals and shared training as requested.
  19. Responsible for seeking community partners, donations, and volunteers to support the goals of Agency programs. Must maintain active communication with partners.
  20. Assist in the coordination of other programs in the Agency as needed.
  21. Participate as an active member in the implementation of ROMA. Assist with collecting, analyzing and compiling data related to CSBG community needs assessment.
  22. Attend Community Programs Team Meetings (CPTM) and Administrative Office Meetings (AOM) as scheduled.
  23. Assist the Community Programs Director to develop and update partner agreements as necessary.
  24. Responsible for promoting a positive public image for the Agency through social media and public appearances.
  25. Advertise and disseminate information about CAPCA Programs and other CAPCA programs in the CAPCA service area.
  26. Responsible for safeguarding all confidential information as it relates to your job duties.
  27. Responsible for avoidance or appearance of fraud and assist in ensuring compliance in the management of the Agency.

NON-ESSENTIAL FUNCTIONS:

  1. Respect confidentiality in all aspects of the Agency.
  2. Must be willing to participate in all training designed for professional development.
  3. Able to handle stress, tension and exasperation that contact with adults may bring every day.
  4. May be called upon to administer first aid at any time in the program. The incidental nature of this circumstance effectively establishes first aid as a collateral duty, rather than a primary one.
  5. Perform other job-related duties as necessary for the overall operation of the program.

JOB REQUIREMENTS:

Educational Requirements:

  • High school diploma or GED required. Family Development Credential or two years.
  • 2 years of college preferred.

Experience Requirements:

  • Two years of experience working in a community service program. Community engagement/volunteerism may be accepted in lieu of experience.
  • Computer proficient.

Physical Requirements:

  • Good physical condition.
  • Valid driver’s license, access to transportation with liability insurance and willing to use vehicle for Agency related travel.
  • Must be able to travel out of area overnight to attend training.
  • Able to hear and communicate orally.
  • Specific vision abilities required by this job include close, distant and peripheral vision, depth perception, and ability to adjust focus.
  • Occasionally lift and/or move up to fifty (50) pounds.

  • Ability to read, write and perform mathematical calculations.
  • Communication Skills. Must be able to talk with clients and understand their needs. Good listening skills and interpersonal skills.

  • Represent the Agency in activities related to job title.

Salary: $ 13-15 per hour based on education/experience in social work, human services, family engagement, etc. hour, currently budgeted for 12 Months per year.

Start Date: ASAP

Hours: Full-Time/Non-Exempt position, Mon.-Thur. 7:00am-5:30 pm with a 30-minute lunch. (Hours may vary when program delivery requires)
